Referring to your letter of November 20" providing an appropriation of some twenty five thousand dollars for repairs and for construction of school buildings, I have the honor to report that partial drafts upon that sum have been made monthly since that date in small amounts. But having now, after much effort and prolonged negotiation, arranged for sites for school buildings at various important points, with the fee simple secured in trust with suitable conditions, an incorporated all the help to be secured from aid societies and freedmen.

I beg leave to recommend the following appropriations.

Mobile for three school houses $3,600
Mobile for one Graded academy 8.000
Marion for one good central school house 2,000
Selma for one good central school house 4,000
Montgomery for one large Central School House 8,000
$25,600.

In all these cases the purchase of ground will be by aid societies or freedmen and the donation employed as a building fund with such additions as hav been or can be secured.

The general estimate approved, particular reports will be submitted in such instance, when the detail of arrangement are perfected.

It will be observed that the sums enumerated reach the full amount prescribed in your communication, making no allowance for the sums expended heretofore. This is proposed in view of the final clause of your note, which described the sum collected from Confederate property, as further applicable in this way.
