Vols, who appears to be a proper subject for Executive clemency. It is impossible for me to say anything definite about the appointment of Registers, the understanding being that Gen Thomas has declined the Command of this District, and that Gen Pope is to succeed in it. If the Commander makes his Headquarters here, your letter will be laid before him. If another point should be selected for Head Quarters, it might be well for you to make another application.
