The Maj Genl & Asst. Commr directs me to acknowledge the receipt of your letter to Col. O.D. Kinsman and to say that the same has been mislaid which accounts for the answering it.

In relation to your procuring supplies for issue to the destitute from merchants in Mobile on your personal responsibility, said supplies to be replaced or paid for from what you term the regular supplies which you expected should have reached you at an earlier day.  The General wishes me to say that hereafter no such action will be approved.  Every effort will be made to furnish the amount of supplies authorized without unnecessary delay.

The Bureau supplies referred to in your letter as having been issued to troops in the absence of the regular Post supplies will no doubt be replaced by order of the Post Commander, upon an application from you.  If such application should not be complied with you will report the same to this office.

This State being at present under Martial Law, pursuant to late Act of Congress, the Major Genl Comdg directs that the trial of Major. G.W. Candee U.S.A. which was to come off before the Circuit Court in your District in April next, be postponed until further orders.

Any statement which you may wish to make relative to the case will be addressed to this office.

In replying to your letter of the 16" on the 27" Ult, I done so from memory, your letter having been mislaid and could not then be found, but which has since come to light.  I am directed by the Major General to apologize for the mistake made in letter from this office of the above date in speaking of your having obtained supplies from merchants in Mobile for issue to the destitute in advance of receiving the Bureau supplies.  I was of the impression that your letter contained statement to that effect but now perceive that such was not the case
