To the Sheriff of Bulloch Co. Ala

Sir 
Upon the receipt of this communication and upon the application of the bearer Clem Zinnamon, you will cause him to be protected in removing his family and household effects from the plantation of G. W. Baber of your county and you will be held responsible for his safety from injury while he is engaged in such removal.

Sir 
I enclose a copy of an affidavit made by one Clem Zinnamon concerning an outrage committed by his employer, G.W. Baber upon his (Zinnamon's) daughter.

Immediately upon the receipt of this communication you will cause the said G.W. Baber to be arrested and examine into the case. If there be efficient grounds for his commitment, you will so commit him without privilege of bail. 

If you do not find sufficient grounds for his detention you will cause him to enter into bonds to keep the peace towards the said Zinnamon.

A petition from a number of Freedmen residing in Chambers County, Ala, asking that Dr John Watson be appointed Agent for the issue of provisions to the destitute of that section has been received at these Hd Qrs.  

Will you please inform me whether in your opinion he is a proper person for the position.

Complaint has been made at this office by Adeline Price, Freedwoman, that she has been deprived of her children by an act of apprenticeship made before you and without her consent. 

According to the statement made by her an act of great injustice has been done to her.
 
Maj Gen Swayne requests that you make a report to these Hd Qrs of the facts as they exist in order that proper action my be taken.
