Your letter of March, 30th 1867 was duly received but has not been previously acknowledged by reason of a great press of business. 

It is not understood to be the design of the law that the Military authorities shall engage in the work of settling accounts between citizens of the country. Your papers are therefore returned herewith.

Complaint has been made at these Hd Qrs that by virtue of letters of apprenticeship issued from your office a freedwoman named Harriet is claimed by one Slaton. It appears from the affidavit of B.B. Patrick that he raised the girl and that she is over 18 years of age. Your attention is respectfully invited to this case and you are requested to examine into the facts and if the said Harriet is found to be of age to notify Mr. Slaton that he has no further control over her.

Please report your action to these Hd Qrs.

Your communication of the 8th inst is received

I am directed by the Asst Comr to say in reply that you are authorized to employ a Clerk at a rate of compensation not to exceed $75. per month.

The regulations in force with regard to employees of the Bureau must be observed. 

I am further directed to say to you that application has been made to the Commissioner at Washington for an increase of your pay to $150. per month.
