Memphis, Tenn Sir Your letter of March, 30th 1867 was duly received but has not been previously acknowledged by reason of a great press of business. It is not understood to be the design of the law that the Military authorities shall engage in the work of settling accounts between citizens of the country. Your papers are therefore returned herewith. By order of Maj. General Wager Swayne 1st Lieut 24th US Infty & A.A.A. Washington D.C Colonel In compliance with your letter of the 4" inst I have the honor to report the following list of civilians appointed in this District under my direction who have not received appointments from your office. O.D. Kinsman Sub Asst Comr. retained in service of the Bureau with pay of former rank as Captain & A.A.G. pursuant to Act of Congress. W.C. Arthur Insp & Secial Agent, retained in service of the Bureau with pay of former rank as Capt & C.S. pursuant to Act of Congress. S.S. Gardner Sub Asst Comr B.R.F. & A.L. Sir Complaint has been made at these Hd Qrs that by virtue of letters of apprenticeship issued from your office a freedwoman named Harriet is claimed by one Slaton. It appears from the affidavit of B.B. Patrick that he raised the girl and that she is over 18 years of age. Your attention is respectfully invited to this case and you are requested to examine into the facts and if the said Harriet is found to be of age to notify Mr. Slaton that he has no further control over her. Please report your action to these Hd Qrs. Very Respectfully Your obdt servant Major General [[left margin]] /56 [[/left margin]] 16 Head Quarters District of Alabama Montgomery Ala April 11" 1867 Gardner SS Sub Asst Comr Grenville, Ala, Sir Your communication of the 8th inst is received I am directed by the Asst Comr to say in reply that you are authorized to employ a Clerk at a rate of compensation not to exceed $75. per month. The regulations in force with regard to employees of the Bureau must be observed. I am further directed to say to you that application has been made to the Commissioner at Washington for an increase of your pay to $150. per month.
