An Agent of the Bureau for Russell Co will be appointed as soon as possible
We have been waiting in prospect of sending an Agent there to where your statements might be referred for action or you would have been notified before that the claims were in this office.

Your letter and General order to No 1" in reference to the claim of the colored people in Mobile to ride in the shed cart, and the difficulties arriving therefrom, were received during my temporary absence from the city
Your conduct and order are approved and you will be sustained in policy adopted
It is considered that the Civil Rights Bill refer only to misconduct on the part of persons in authority. Those who way be aggrieved by deprivation of  an equal privilege with other persons be the use of railroad commonly seek redress of law, of which equal application will be carefully enforced, I shall be glad if you can  induce the street Car Companies to avoid a struggle which can have but one result and apparently has no foundation but pique price the same persons who as free are sought to be excluded were formerly allowed as servants to use the same carts without restraint
