Tracy 10th Infty Sub Asst Commissioner Bureau &c Mobile Ala, has been received, I am directed to inform you that it has been the uniform practice of these Headquarters not to dispute the claims of other Depts of the Government in such cases The expenses incurred under direction of Maj Tracy will be examined and considered if forwarded by him to this office with a statement of the case.
