It is reported at these Head Quarters that the peace and order of your town is often disturbed by the action of certain parties who seem to have no regard for the rights of your colored citizens.
Their public meetings are disturbed, the school children are abused in going to and returning from school and the colored people generally seem to fear to claim their rights.

This state of affairs must be corrected and your attention is invited to it. Unless this correction is made through your efforts it will be necessary to make such change as will [[?]] the object desired.

Your communication of the 6th inst in reference to a disturbance having occurred at your place, through the riotous conduct of a freedman named "Frank" is received.
The Asst Commissioner directs me to say that it would be impracticable in all such cases to interfere directly with the military power. Your proper course is to apply to the civil authority.
Should they be unable to protect you, the proper action will be taken at this office.
