Complaint has been made at this office that a child of Elvia Clarke (colored) has been bound to Mr John Norwood without the Mothers consent and that said child is now withheld from the custody of the Mother
Your attention is called to General Orders No 3 current series from these Head Quarters (copy enclosed) and you will please report at once your action in this case and reasons therefore

Your communication of the 8th inst asking an order to go to Garland and return as often as necessary for the superintendence of repairs of Asylum there is received. It is not deemed necessary that such an indefinite order should be issued.
The necessary materials and workmen can be obtained by you and forwarded to Dr Moar who will personally supervise the repairs.
The transportation for the freedwoman asked for in another letter of same date is herewith enclosed
