Sir
Yours of the 6th inst, relative to the effect of General order No 3 current series from this office in the case of five young colored orphans held by you as apprentices, is received.
In reply the Asst Commissioner directs me to say that the order referred to does not directly discontinue all existing apprenticeships. It enjoins Probate Judges upon application to revise and as a rule to make the action taken in such cases. For their ruling under this order the Probate Judges are responsible.
Decision cannot be made at this office in individual cases where an application for revocation of indentures has been made and in action had by the Probate Judges.
Very Respectfully
