Evergreen Ala. / Sir Yours of the 22d inst enclosing affidavit relative to an outrage committed by certain men connected with the Ala & Fla R.R. and asking that Military arrest these parties and turn them over to the Civil Authorities is received. The Asst Commissioner directs me to say that a civil process exists by which these persons can be arrested and it is not therefore necessary for the Military to interfere.
