Your communication of the 15" inst stating that the many political meetings, and the excitement consequent thereon, is injuring both the employer and the laborer through the frequent absence of the latter from their work, is received.  The Asst Commissioner directs me to say that the only action deemed practicable in this is to advise the freedmen that while it is their bounden duty to inform themselves of, and to perform all the duties which pertain to citizens, yet they are no less under an obligation to work steadily and faithfully, in order that the wants of themselves and their families may be provided for.

On the other hand the Employer should be induced to afford ungrudgingly to the laborer such reasonable opportunities as are necessary to enable the latter to fit himself for voting, and act intelligently in this moment of his life.  In the present condition of the country the Employer and laborer naturally view this question from different stand points.  The true policy should be to bring both parties to the first medium between Public and private duty for which the true citizen should strive.
