Your communication of the 1st inst, stating that the attention of the Commissioner has been called to the fact that transportation orders in this District have been issued by the Quartermaster instead of the Disbursing Officer, as provided by Circular No. 10 - current series from the Commissioner, is received.  The attention of Gen'l Sewall was, on his last inspection, called to the fact that in this District the Disbursing Officer was a Paymaster, while in the other Districts, the Quartermaster performed those duties, and it was the understanding with Gen'l Sewall that an exception would be made in this District, so that the Quartermaster, though not the Disbursing Officer, might continue the issuing of transportation orders and bills of lading.

Sir

The destitution in Chambers Co. has grown extensively, and now is the great pressure.  If we could get enough supplies to keep the suffering a going - until our crops are made - I think the cry would cease.  If you can control anything in the way of provisions - corn & bacon - even a limited supply - it would be thankfully received.

There is also a great want of clothing for males & females as well as children, and if you can command anything of the kind, (I know you are willing) you will confer a great favor on those that are really needy.  The supply you sent last Spring did a great deal of good, but was not sufficient to supply all.  Please answer immediately.
