Both cases occurred within the last two months from letters received from Mr Christian, it is found that he does not understand the present status of the freedmen, as being equal before the law.
The Ass't Comm'n desires that Mr C's official conduct should be investigated, and report made as soon as possible that he may be removed from office if unfit to hold it.

In obeying the enclosed order the Ass't COmm'n desires that you look closely after the grievous condition of the freedmen, inquiring into all cases of outrage, and acts of injustice committed. The records of jails must be carefully examined, the length of time without trial, and on what charges persons have been held, and particularly whether any are so held on charges of vagrancy. Where persons have been confined for a long time without trial, the cause of such long detention must be ascertained. The conduct of the various civil officers need be noted, and where it seems advisable that any should be removed, inquiry must be made as to persons suitable to appoint to the vacancy.
Where it is practicable a careful personal supervision of the distribution of food is desired, and in any event, the conduct and character of those charged with it issue should be noted.
