Sir Yours of the 13th inst, relative to colored insane people, and colored orphans, is received. The first class have the right of admission to the State Asylum, and the Govt will furnish the necessary transportation. No provision is made by the Bureau for colored orphans, except at the few "colonies" now in operation, the number of which it is not deemed advisable to increase. In individual cases of a deserving character transportation will be furnished them to any of their relatives who are able and willing to take the proper care of them.
