I am directed by the Commissioner to request that you will forward to this office, as soon after the 1st of July proximo as practicable, complete reports of officers and civilian agents and clerks on duty in your District at that date.

In making the Roster of Officers, please cause to be given the names, rank, command, station and duty, and the order of assignments to their station at that time.

Yours of the 13th inst, relative to colored insane people, and colored orphans, is received.  The first class have the right of admission to the State Asylum, and the Govt will furnish the necessary transportation.  No provision is made by the Bureau for colored orphans, except at the few "colonies" now in operation, the number of which it is not deemed advisable to increase.  In individual cases of a deserving character transportation will be furnished them to any of their relatives who are able and willing to take the proper care of them.
