The uncertainty of mail communication, and the remoteness of some of the Counties of this State, make it a matter of importance to ascertain the fact that the Boards of Registration in those counties have received their books and instructions, and gone vigorously to work, or that, in case of failure to do so, the fact be immediately reported.

With this view you are instructed, upon receipt of this circular, to possess yourself as speedily as possible of personal knowledge upon the points expressed above, and report immediately to these Head Quarters.

The books of oaths and books of instructions should both, by the time you receive this, be in the possession of every Board

In order that the freedmen may each be debarred the privilege of registration, or uninformed as to its meaning and intent, you will, as soon as practicable make the tour of the several Counties of * * * * * * * * (See Supplement)

The books and instructions  intended for the Boards of Registration for the several counties you are directed to visit have been sent by express to the following points; * * * * * * (See Supplement)

You will report, as often as your facilities permit, the progress of your journey, and your observations on the course of registration
