Col Arthur goes down to-night, and the meat will be inspected by Lieut Logan, with  Col Arthur supervising.  The General desires therefor that you return at once, as a great deal of business has accumulated during your absence.  A copy of the last letter from Gen'l Whittlesey on this subject will be sent to-night to Lieut Logan.  As the letter authorizes any other officer to inspect, the necessity for your stay no longer exists.

I am directed by the Assistant Commissioner to enclose you a copy of a letter from Bvt Brig Genl E. Whittlesey, A.I. Genl. dated Washington June 22" 67.

You will observe that these instructions, so far as they refer to meat to be received under the contract are obligatory, only on the supposition that the contractor made tender of the same before the extension of the twenty (20) days granted him by indorsement upon his contract, were expired.  Such data as we have as here, show that Mr Nettleton first presented himself on the 24" ultimo, and proposed to commence delivering the next day.

The contract price being considered remarkably exorbitant and unjust to the United States, advantage will be taken of the non-delivery.

To save the contractor however from severe loss, as intimated in the instructions, you will inspect the bulk meat offered, and receive fifty thousand pounds of clear bulk sides, should Mr Nettleton present that quantity in good marketable condition.  In inspecting and receiving this meat you will do so under the supervisory action of W.C. Arthur, Actg. Comm'r of Sub, who proceeds to Mobile by the nights train.
