I have the honor to acknowledge receipt, by reference from yourself, of the letter of Col Gilbreth and Mr Edward Cope relative to the murder of a freedman by a resident of Eufaula.  The case has been referred to the Agent of the Bureau at Eufaula who is directed to use every endeavor to bring the offender to justice

With the view of increasing the efficiency of the Bureau in this State I have instituted inquiries through the Sub Asst Commissioners looking to the establishment of an Agent in each County excepting those already under the general charge of a Bureau officer.  Already some eight or ten persons have been selected, and it is believed that a reliable man can be found for each Agency.

There are now ten Bureau stations in the State, among which the sixty two counties composing it are apportioned. It is proposed to

pay not more than Fifty dollars ($50.00) per month;  this to include rent of office, and the increased expense under this plan will therefor but little exceed thirty thousand dollars, while it will imminently increase the practical power of the Bureau.

I should be glad of an early reply on this subject, and trust that I may be authorized to make these appointments.

I have the honor to enclose herewith the receipt for transportation orders 1086 to 1103 for teachers.

The conditions under which such transportation was to be used have been fulfilled in each case except on the part of Mr C.H. and Mrs. E.D. Adams (Order No 1095), and Mr Wm. F. Wentworth (Order No 1098).  In the first case the parties have been here but four months, but I would recommend that the transportation be furnished them, as through a misunderstanding, they were not furnished with transportation on coming here, and only learned on their arrival that they could not be reimbursed for their travel expenses.  Transportation has been furnished Mr Wentworth, although he has been teaching but three months as his health is so much impaired that an immediate return to his home is essential to the preservation of his life.  Order No 1095 will be retained until further instructions are received.
