Yours of the 5" inst. asking that a rent of $100.00 per month be paid R.L. [[?Fearn]] as owner of the four rooms rented from him by your bank, is received.

In reply the Assistant Commissioner directs me to say that the Disbursing officer of the Bureau has already paid $50.00 as rent of rooms for that purpose for the month of May.  That amount or such other as is necessary for the rent of the rooms actually occupied for Bank purposes will be paid monthly on transmission of the proper vouchers through the Office of the Sub Asst Comr at Mobile.  The Bureau cannot pay rent of rooms hired by the bank and sublet to other parties.

Your note of June 27" 1867 has not been answered sooner because of the sickness of the officer having charge of such matters at these Head-quarters.  Your request for payment of counsel cannot be granted.

It is always necessary that the public service shall be conducted economically, and these are times when all parties should be willing to make sacrifices to ensure the public peace.

Complaint has been made at this office that Flora, a colored girl, aged 12 years, was apprenticed Dec 29" 1865, to James Salter of your County, without the consent of her brother and natural guardian, Pleasant Graham.

And that Jessie, a colored boy, aged 14 years, was apprenticed about the same time to the Widow Bonds, or her son Julius, without the consent of his mother Elizabeth Hall.

You will please investigate these cases and report your action to this office.  General Order No 3 - current series - from these Head-quarters is enclosed for your information.
