The communication of A.D. Pellicer, Director of the Catholic Asylum of Mobile, asking the aid of the Gov't for his asylum with your endorsement of the 10th inst, is received.  In reply the Ass't Comm'r directs me to say that if there are a sufficient supply of rations on hand you are authorized to issue the Refugee rations to the inmates of the Asylum for the remaining portion of this month, and a special return therefor will be approved at this office.  The original communication is this day forwarded to the Commissioner for instructions.

I have the honor to request the appointment of Mr J.B. Healy as Agent of the Bureau, at a salary of $50.00 per month, to date from this day.

Mr Healy is a Northern man who has until recently been employed as a teacher of Freedmen's Schools at Gerard, Ala, and has had there an excellent record.  He has been directed to enter on his duties at once in charge of Russell Co, with office at Gerard.  I have the honor to request also the appointment of W.W. Hammell as Chief Clerk in the office of the A.A.Q.M. and A.C.S. of the Bureau at Selma at a salary of $125.00 per month, to date from the 5th prox.

The duties of those offices as well as of Sub. Ass't Comm'r are now being discharged by one officer, Lieut Shorkley.
