Sir Yours of the 2nd inst, asking the payment by the Bureau of repairs at your banking rooms to the amount of $35.00/100, is received. Sir Yours of the 1st inst. relative to the revocation of the indentures of apprenticeship of certain colored children now with you, is received. In reply I have to say that all such cases must be settled by the Probate Judges who are responsible for their action under the laws of Alabama, and the orders from this Office. Commissioner Talladega, Alabama Sir Your forms No. 2 & 15 QM Dept. for July have been received by Col Beecher, and will be approved with the exception of the claims of Henry Bingham as Clerk and Geo. Otto for hire of a mule. You were notified on the 26th ult that an issue Clerk was unnecessary and the 179 extra expenditures could not be allowed. The charge of $4.00/100 per day for a saddle mule is exorbitant and cannot be paid. The extra store room hired will be paid for July, but you will immediately vacate two out of the three store rooms now held by you, as the amount of subsistence stores now on hand at Talladega does not justify the occupying of more than one room as a store room. You will also report as to the probable time when the Hospital will be finished. It is hoped that expenses under that head will eventually cease. Dept. for July has been received and is approved, except in the case of the D.M. Ruplee shipping clerk who has not been appointed by the Commissioner. Your attention is called to Circular 24 from the Commissioner on this subject. The Assistant Commissioner desires also that you make a report stating the necessity of paying so large a rent as you do for your Offices.
