The practice of nominally employing one man and allowing another to discharge the duties and receive the pay is wrong in principle and cannot be allowed as it would be establishing a dangerous precedent, though perhaps in the case of Judge Harper it might not in itself be productive of evil.

Yours of the 8th inst to Judge Smith asking as to the rights of a husband in contracting the service of his wife has been referred to this Office.  In reply I have to say that the husband and wife are in such matters simply on an equality.  The husband cannot contract his wife's service or the wife her husbands.  If such contract is made by the husband with the consent of the wife it is then the same as her own individual contract for the fulfillment of which she alone is responsible.

The following errors are noticed in you Report of Rations issued to Freedmen in July First Class. "Total Well" should be 38 instead of 34 - also aggregate of First Class should be 76 instead of 64.  It is presumed that the errors occur through counting each child as one half.  This is incorrect.  They must be counted as Adults in order that these columns may check with the Grand aggregate.
