Bureau R.F. and A.L.

Sir

It is stated at this Office that in June of 1866 Mr Peter Hewitt now residing in Memphis took from this City a colored girl aged about 13 years named "Aggy" Kohn promising to return her within a short time. The child is now anxious to return and it is understood that Mr Hewitt will not allow her to come. I would be glad if you would assist the bearer (who is the brother of the girl) in attaining possession of his sister and also if possible obtain such sum as may be due her for her services with Mr Hewitt

Sir

I have the honor to return herewith the contract between Geo. W. Brown and certain freedmen with the following objections to approval by the Bureau.

1st The wording as to the division of the crop is such that practically the laborers will pay the entire expense of raising the crop — since they are first to be charged with one half of the expenses and then are to receive one half the nett proceeds of the crop.

2nd The rates at which lost time is to be charged are not clearly stated.

Very Respectfully

Sub. Asst. Commissioner
