Yours of the 11th inst relative to the claim of Wm Mitchell against F M Devan, is received and has been referred  to Bvt Brig Genl J.B. Callis with the following endorsement. Respectfully referred to Bvt Brig Genl J.C. Callis SAC at Huntsville, Ala, who will endeavor to cause a settlement of this claim. If Mr. Devan refuses to settle and the claim is a good one it would seem that any lawyer would undertake the case and himself become security for the payment of costs as this cause is often pursued.

The maturing costs and September collection of taxes having put the several Comding of this State in funds, and the advancing status of the freedmen having generally inspired the County Commissioners with some appreciation of his rights, it seems feasible at this time to induce them to assume the charge and maintenance of the various hospitals and colonies heretofore supported by the Bureau. The Commissioners of the other Counties of the State where Bureau Hospitals are now in operation have been communicated with on the subject of their taking charge of their poor and in general have responded favorably. It was represented to them that the day of the compulsory closing of these Hospitals was not far distant and that the inmates would not be permitted to be left uncared for and as an inducement to immediate action the Asst. Commissioner made tender to them without charge of the existing institution (all our right in it) as it stood with all of its supplies and a continuance of rations for its inmates until Nov 1st.
By direction of the Asst. Commissioner the same offer is now made to the Commissioners of Montgomery Co. Your immediate attention and early reply hereunto is requested.
