and care for all the inmates of said hospitals without regard to their being or having been residents of other counties. The General Government having supported these paupers of these counties for more than two years and now transfering to the Civil Authorities so much valuable property it is but just that the latter assume the care of all the inmates, without transfering any portion of them to countries which have not received this special aid. You will inform the authorities of your County that the order of transfer has already been issued as regards Madison, Dallas, and Mobile countries and that no reason is known why an exception should be made in this case.

Your letter of the 15th inst. intimates that you have made arrangements to send non residents to the counties to which they belong, unless that arrangement has been consummated it is behind that the rule laid down as regards other counties should govern in the case of [[?]]

Yours of the 22nd inst. stating that there are no supplies of sanitary clothing in your possession and that only a small amount was found in store on your assuming charge is received. It is understand at this Office that Lieut. Logan had at one time a large supply of this class of clothing and the Asst. Commissioner desires that you examine the records left by that Officer and report what disposition was made of this clothing.

Lieutenant,
Col. Beecher (who arrived here yesterday) informs me that your understanding of the partial instructions given you on your recent visit here in regard to the sale of bacon and corn is that you should sell only such as was already damaged. This is not precisely the General's intention. He desires that you sell all such stores as in the words of the order "will suffer damage by further intention" keeping in mind the desire of the commissioner that such stores be reclaimed as will not suffer damage in order that a reserve supply may be at hand for use in urgent cases.
