It appears that Davy made a contract with S.B. Warnock to work the latters plantation, in Pike County - That Davy died and his son has since managed the plantation and that though making a fair crop the low price of cotton has left him at the end of the year without the means to pay the debts incurred.  His Fathers estate, on which he administered is now he fears liable for the deficiency.  I therefore refer him to you for advice in the matter.  The hands on the place should attach the crop for their pay under GO No. 13 Current series from Hd. Qrs. District of Alabama (copy enclosed).  The Asst. Commissioner desires that you report the action taken in this case.

Herewith I have the honor to return the papers referred to me in relation to the conduct of Bvt. Maj. William A. Elderkin, Commissary of Subsistence in giving vouchers while in this District, certifying that he had purchased and received stores which in fact he had not received, but which upon the faith of his certificate were paid by the Disbursing Officer.  Major Elderkin, in his reply to my report clearly conveys, although he does not venture the direct assertion:

1st.  That the duty of these purchases was thrust upon him
