to transmit herewith Special Orders to: 83, II Current series from this office revoking S.O. 81, III which stayed the execution on the property on said plantation.  The Asst. Comr. directs me to say that you will be held to a strict responsibility "for the payment of the wages of the freedmen" in accordance with the words of your letter.  Mr Healy the Agent at Girard will receive by same mail the necessary instructions.

Mr Holland Sheriff of Russell County states that you have forbidden the removal of his cotton from his place.  The Asst. Commissioner directs me to say that such course of action is not approved.  If any laborers believe that the employer is removing the crop with the intention of defrauding thereon, they have a full remedy under G.O. 13, and no other course must be taken.

I have the honor to transmit herewith S.O. 83, II Current series from this office revoking S.O. 81, III relative to the plantations of Mr Shingleur.  Mr Holland Sheriff of Russell County has been instructed to proceed as before the last named order was issued.  Any of the crop removed by the freedmen will be charged to their account.

I have the honor, after a considerable but unavoidable interval, to acknowledge the receipt of your letter of 14th ult, in regard to certain abandoned property of the late rebel government, at Selma in this State.

The various Acts of Congress relating to captured confiscated and abandoned property leave in doubt the question as to whose duty it is to collect and dispose of the property referred to.  But as a considerable part (of the property referred to) of it has already been appropriated by individuals, the proceeds a value of which only can be recovered, and that by legal process, and as the US Marshal for this District is both competent and honest, I respectfully suggest that he be authorized and requested to take in hand and dispose of the whole matter, and that the funds which may accrue be paid by him into the Treasury, or otherwise under the direction of the US District Court.

I may be pardoned for adding the well known fact that it is the practice of the US Judge for this District to take jurisdiction at will of all property of the US in this State and dispose of it at pleasure. The Court being peculiarly "a law unto itself"" in such matters.  I presume that the same course will be taken in this instance regardless of contrary directions from any source
