Your communication of the 29th ult relative to the case of Jerry Mott is received.  The Asst. Commissioner directs me to say in reply that the Military Government of this District is supervisory and above the Civil Government and that consequently Orders from said Military Authority are the highest law you can know.  It is directed that these men be arrested at once, confined according to previous order and report of your action made to this Office.

In reply to communication from your office of the 28th ult, I have the honor to state that the following named "Volunteer Officers" are on duty in the Bureau R.F. and A.L. in this District. 

Bvt. Lt. Col. Edwin Beecher Maj. and Add Paymaster U.S.A
Bvt. Maj. C.W. Pierce 1st Lt. V.R.C.
Bvt. Captain P.E. O'Connor 1st Lt. V.R.C.

Col. Beecher does not care to serve as a Civilian but Maj. Pierce is willing to remain at the one hundred and fifty ($150.00/100) dollars per month allowed his grade.  It is not deemed necessary that Captain O'Connor should be retained

longer than the present month.  In addition to these Officers Captain John B. Callis 45th U.S. Infantry on duty at Huntsville still retains his Volunteer rank as Lieut. Colonel in the Veteran Reserve Corps.  It is not essential that he should longer retain his Volunteer rank.

Upon the recomendation of Bvt. Maj. C. W. Pierce you are hereby appointed an Agent (without pay) of the Bureau R.F. and A.L. in Sumter County.

You will report to Bvt. Maj. C.W. Pierce Sub. Asst. Commissioner at Demopolis, Ala. who will give you all necessary instructions as to your duties and powers.  Your appointment will hold good until further orders.
