310 The Asst. Commissioner desires to render to the Commissioner a full and complete report of the working and status of the Bureau at the beginning of the "new year." He therefore directs that you forward to this Office a "General Report" which shall present in compact detail the following points. 1st The general feeling existing between between the planter and the laborer - especially in their relations as employer and employee in the operations of the present year and the views and action of both classes as to the agreements to be entered into for the coming year. Under this head should be noted the classification of the various new contracts which have come to your notice - whether the laborer is to work on shares or for wages and what proportion of crops or monthly wages is agreed upon. 2nd The general condition of the freedmen showing whether it has advanced or receded since the beginning of this year and whether to any extent they have been able to advance themselves to the positions of tenants in even a small way. 3rd The effect of the principal orders issued in this District such as G.O. 3 current series from the Bureau and G.O. 13 & 14 from the Military Department should also be noted. 4th The destitution existing at present among both whites and colored must be given as well as the causes, which may in your belief tend to its increase or decrease, and finally you are invited to express your views as to the further necessity of the continuance of the Bureau in your Sub.
