Major Miller has received a letter from Mr. BF Saffold dated the 21st inst in which he speaks of a serious difficulty having occurred near Camden, Wilcox County a few days ago.  Does not know the particulars but the affair is said to have been outrageous.  The Asst Commr desires you to ascertain and report full particulars as soon as possible.

Dear General

I have a matter to report which has been some time upon my mind, and which though it were without my knowledge, I have very much regretted.  It is presented in the accompanying letter of Mr. Buckley our Supt. of Education
announcing and explaining the fact that we are indebted to an amount exceeding $4000. for salaries of teachers.  I was surprised and vexed when the fact first became known to me but upon receiving his explanation trust that it sufficiently accounts for the apparent discrepancy between orders and expenditures.

I was at a loss for some time to see how this amount could be paid without embarrassment.  The Disbursing Officer however informs me that he still has in hands as a special deposit, a package of about $7000 which a year ago was handed over by Capt Theune in part payment for Commissary stores which he confessed to having fraudulently sold.  Theune you remember was tried by Court Martial but became insane before his trial was concluded.

I do not see that there is any necessity whatever for applying this fund to the credit of the appropriation for subsistence stores.  I think it may be treated as among the miscellaneous receipts and as such may be applied on your order to the payment of the item of indebtness above referred to.  And I should be glad to have your sanction to my so doing.

There is no other way that I know of to pay it except by withdrawing that much from our share of the appropriation.  All that we have appropriated, or contracted to appropriate to works already in progress of the highest order of permanent usefulness.  We cannot honorably break in on these, and yet we cannot have a debt unpaid.  Hence I feel personally anxious that we may be relieved from our difficulty in the way I have explained.  We do not often trouble you with matters of this sort and I trust that in this instance you will find it comport with your sense of duty to be liberal with us.

Statement is made at this office that Mr. "Nowell" has as an apprentice a mulatto girl (name unknown) aged about fifteen (15) years.  This girl has an Aunt named "Ann" who is living with Dr. Wm. B Armistead twelve (12) miles from this place and who is able and desirous of taking charge of the child.  There is no question but that the child would be well cared for and receive some education.  You will bring this case together with the facts stated before the Probate Judge of Butler County for action under G.O. 3 Current series from this office and will be present at the investigation and make report of the result.
