Sir:

Orders having been given by the Commissary Department of the Army upon the Assistant Commissaries in this State to supply certain articles of food suitable for use in Soup Houses upon Requisitions on Returns properly approved, I am therefore directed by the Asst. Commissioner to say that arrangements will be made for the establishment of Soup Houses at Mobile, Selma, Demopolis, Huntsville and Montgomery.  The needed Boilers &c will be supplied for this purpose. 

It is the desire of the Asst. Commissioner to place this issue as far as practicable in charge of benevolent societies believing that by their efforts the greatest good may be made.  

To secure this object you are desired to communicate with the Societies of your City soliciting their hearty co-operation as a charity to the poor and needy.

You will communicate with this Office upon this subject.

I learn from a communication received from Mr. J.F. McGogy, Sub. Asst. Com'r at Talladega, Ala, dated January 24, 1868, that he has not yet had delivered to him the Two boxes of clothing shipped to him in Dec last.

The needed Bills of Lading having been sent you to cover the shipment you will please see the Officers of the Rail Road and secure the delivery of the property without further delay.
