General:

I respectfully ask authority to establish Soup Houses, and to make the necessary purchases of Boilers, plates, spoons &c as contemplated in the late order given upon the Commissary Department of the Army for issue of Dessicated Vegetables &c.

But a small expenditure will be necessary as it is proposed to establish these houses only in the large towns in the State, and to place their management as far as practicable in charge of the Benevolent Societies.

A communication was referred from this Office on Dec. 26, 1867 to Bvt. Brig. Gen. J.B. Callis in relation to the arrest of one Fisk, who was to be held till requisition could be made for him by the civil authorities of Pickens County. 

You will please report what action has been taken in the premises.

I have the honor to request the revocation of the appointment of Mr. C.C. Bartlett as Clerk and his appointment as Sub. Asst. Commissioner at a salary of One Hundred and fifty dollars ($150) per month, revocation and appointment to date from the 15th Jany, 1868. 

Mr. Bartlett is now acting as Sub. Asst. Commissioner of the Bureau at Selma Ala, and has under his charge a large amount of Government property.  He is a man of good general intelligence, and his long acquaintance with the rulings of the Bureau in his Sub District makes his continuance there very desirable.

Captain:

Your communication of the 26th inst. asking for authority to dispose of certain unmerchantable stores has been received.

In view of the small returns that would be received from the sale of the Relief Corn, and the amount of destitution existing in your Sub District as reported by you, it is believed that greater good would result from an issue, it is therefore desired that this Corn be issued to destitutes and accounted for the same as former issues of this kind.  

Further orders will be given you as to what disposition shall be made of the Bureau Corn and Bacon.
