Your communication of the 30th January reporting your active interest in suppressing illicit stills &c. has been received and approved.

It would be best to use care in engaging in this work, to incur no expenses, expecting the Bureau to make return to you.  These payments can only be made by the department to which the duty appertains.

Special Orders No 13. Current Series transfers to you supplies for issue to the Freedman, inmates of the Alabama Insane Assylum at Tuscaloosa Ala.

You will issue the number of Rations each month, that there may be colored inmates, properly accounting for the issue, as purchases made under the Act of Congress Approved March 2. 1867

I am directed by the Asst Commissioner to require the immediate withdrawal of your letter order upon J.M. Frazer, Treasurer Mobile and Girard R.R. of date Jany 27, 1868.

I enclose for your information copy of papers relating to the subject, as referred to the Asst Comm'r.

Too much care can not be given to the management of intricate questions of law. The Revised Code of Alabama, as amended by orders from competent authority should be your guide.  Your duty is to see that the Courts carefully consider all cases referred to them and take prompt action, Any failure on their part should be promptly reported to the Sub Asst Commissioner and if necessary to this Office.
