Sir:

Your communication of the 6th inst enclosing copy of order purporting to have been issued by Gen Hayden Comd'g Dist of Alabama under date of 6th Feby, reporting your action, and asking approval has been received.

Your action in issuing the order is disapproved.  No one in the Bureau can have authority to issue orders for the Commanding General of the Military Sub District, nor no one in the Military Department even, unless specially designated for that duty.   

Your efforts to prevent the evil complained of had they been directed in the proper channel would have received commendation.  You are admonished to be very careful in your rulings in all cases, that no discredit may attach to your office by your action, and especially when you assume to act in matters not clearly within the jurisdiction of your Office.

A communication was received at this Office on the 27th January from J.W. Mooar, A.A. Surgeon in charge of Hospital at Garland Ala, requesting transportation for a woman named Julia Ann Moody and her seven children.  You will ascertain the ages of the children, and the name in full and address of her father &c. in compliance with enclosed Circular from the War Department.

Your communication of the 8th Feby, also endorsement of same date upon communication referred to you, have been received.

There is no record in this Office of any application having been made for revocation of the appointment of Mr Raines, as required by Circular No 24. 1867. from the Commissioner.  Neither does your Roster for Feby 1st indicate that he has been suspended, although upon your No 2, Q.M. Dept you say discharged Jany 21. 1868.

Presuming that Mr Raines has been suspended. you will please forward to this Office an application for the revocation of his appointment, assigning the reasons for asking the same.
