General: I have the honor to acknowledge the receipt of the revocation of appointment of W.C. Arthur, as Agent &c. also of par 4 and 5. Special Orders No 18. dated War Department Bureau R.f. and A.L. Washington Feb 5. 1868 I telegraphed you this morning asking that the order above referred to be suspended, for the reason that I desired to secure the services of Col Beecher, in addition to his present duties, as Inspector in the Bureau in this State, his long acquaintance with Bureau affairs, and his known integrity, specially fitting him for this duty. I approve the enclosed application for the withdrawal of the resignation of W.C. Arthur Agent &c, believing it to be for the best interests of the Bureau, that he be retained in his present capacity.
