By virtue of your appointment dated War Department Bureau R.F. and A.L. Washington Feby 7, 1868, you are hereby assigned to duty as Sub Assistant Commissioner for the Sub District of Selma, comprising the Counties of Wilcox, Dallas, Perry and Bibb.

You are hereby empowered to exercise and perform within the limited of your Sub District, all the powers and duties of the Asst Commissioner except such as by Regulations and orders devolve upon that Officer alone.

Sir:

Miss Charlotte Thompson, living about four and a half miles from the City complains to the Asst Commissioner that a Freedman named Washington Holmes refuses to leave her place or premises when ordered to do so by her.  She states that he has done no work since Christmas and refuses to work or leave the place.

You will investigate this matter and if the statements made are correct you will see that the Freedman Holmes shall leave the place at once.

General:

In compliance with Circular Order No 4 series of 1867, I have the honor to submit a report of the operations of the Bureau and Freedmens affairs for the month of January 1867.

The operations of the Bureau have not been materially changed during the month.  The interests of the Freedmen have been carefully considered in every way possible.

General Swayne having been relieved from duty as Asst Commissioner has induced the resignation of his Adjutant General, Surgeon in Chief, and Supt of Education - whose places have been filled by others.  Capt Callis, Sub Asst Commissioner at Huntsville and S.S. Gardner Sub Asst Com'r at Greenville have been relieved from duty in the Bureau for their participation in politics and their places filled by Officers of the Army.

The opposition, to the efforts that are being made to reconstruct the State under the Acts of Congress, and the bitter political context growing therefrom, has tended greatly to delay the operations of the Planters, and has prevented many Freedmen from making contracts for labor as formerly.  To remedy this, and to facilitate the making of contracts, blank forms are being furnished by the Bureau Agents throughout the State.

Arrangements are being completed for erecting and furnishing the school building at Selma for which the appropriation of Four Thousand Dollars ($4000.) has been made by the Commissioner.

The Educational interests of the Freedmen can be much improved, it is hoped, by a more careful consideration of their wants, in this respect, by the Officers and Agents in charge of Sub Districts, which will be insisted upon.
