near the large towns, But a small issue of Bureau supplies has as yet been made, in the hope that a general issue might be avoided.  It is believed that the Soup Kitchens that are being established will supply the want, and serve to relieve the Bureau from any other general issue.

The operations of the Bureau in its protection of the interests of the Freedmen have been in the main satisfactory, although in some districts in the State, the Civil Officers fail to discharge their duties as required by the State laws and in some instances have refused to act at all.  The powers of the Asst Commissioner seem to be inadequate to remedy this evil, but the Command of the Military District, and Asst Commissioner being vested in one and the same person, it is believed that the civil and political rights of the Colored man can be maintained.
