I send you, to accompany circular Letter of this date, One Thousand (1000) Soup Tickets, of different colors for the different meals of the day, these will be endorsed by you, and the number of pints of soup to be written upon the face, as One, Two, &c, written by yourself or the Committee.  They are numbered "Kitchen No 1", "Kitchen No 2" supposing that you will establish at least two kitchens.

You will use your own discretion in the selection of colored and whites upon Committees, and the arrangement of kitchens for white and colored seperate or together.

Please report the practical workings of this Relief, giving suggestions as to any change should any be needed, in the present mode of their conduct.

In compliance with orders from the Commissioner - copy of which is enclosed - you are hereby designated to act as Disbursing Officer, for the payment of bounties to colored soldiers.

You will report by letter to Bvt Brig Gen'l G.W. Balloch, Chief Disbursing Officer, Bureau R.F. and A.L. at Washington D.C. and will proceed

to Athens Ala, and open an Office at that place.

You will employ a reliable clerk, making application through the proper Offices for his appointment by the Commissioner

You will discharge this duty in addition to your present duties, it not being practicable to relieve you from the Office at Huntsville at present.

Sir:

The enclosed communication is sent to you, and your attention called to the report of murders and other outrages being committed upon freedmen by the white residents in the vicinity of Fredonia.  It is further declared to be impossible for freedmen - in the County where the writer resides - to obtain justice in civil and criminal proceedings, before the Justices of the Peace.

As you are placed among the people as a protector of the rights of the freedmen, you will without delay, proceed to investigate the matter of complaint and make to this Office, a full, clear, and positive report, based upon facts, and supported by affidavits, and you are furthermore charged to give constant attention to all matters in law, brought before the civil authorities by freedmen, and when they complain of a lack of justice you will obtain a copy of the record of the Court, and examine into and report upon the case.

The Asst Com'r does not desire to act independently of the Sub Asst Comrs, and it is expected that such action will be taken by yourself as will enable you to make a correct report of the truth or falsity of such statements
