General:

I have the honor to apply for the appointment of Mr D.C. Rugg, as Agent, for assignment to duty as Sub Asst Commissioner, Sub District of Huntsville, at a salary of One Hundred and Fifty Dollars ($150.) per month.

I have temporarily assigned Mr Rugg to duty as Sub Asst Com'r at Huntsville to relieve Captain Harrison 33d Infantry, who has been ordered to command the Post of Selma.

Mr Rugg is thoroughly loyal, a man of more than ordinary ability - well acquainted with the Office, and earnestly engaged in the work.

Sir:

Your communication of the 19th relative to Soup Kitchens, enclosing copy of communication from M.D. Cross President of the Selma Relief Association has been received.

It is desired that the City authorities alone be consulted in the distribution of the relief mentioned, and that with your assistance they organize the committees &c in compliance with Circular Letter of Feb 15th.

I send you Five Hundred Soup Tickets of different colors for the different meals of the day - these will be endorsed by you, and the number of pints written upon the face, as One, Two &c by yourself or the Committee

You will use your own discretion in the selection of colored and whites upon Committees, and the arrangement of Kitchens for white and colored separate or together.

Please report upon the practical workings of this Relief, giving suggestions as to changes, should any be needed in their present mode of conduct.
