Sir:

On the 11th of January 1868, I was directed by the General Commanding Third Military District to relieve Bvt Major Gen'l Swayne, who had solicited General Meade to relieve him from the operation of the telegraphic order of the General-in-chief which required him to await the return of Gen'l Shepherd. 

Gen'l Shepherd has now been in command of the Sub District for a period of time sufficiently great to enable me to have heard from the Commissioner, and desiring to return to my Post and legitimate duties; I write to call attention to the fact that I have not been relieved as Assistant Commissioner Bu R.F. and A.L. and respectfully to request that the matter may be brought to the notice of Maj Gen Howard at the earliest practicable moment.
