General:

In reply to communication from your office, dated March 28, 1868, asking me to state in a few words the process pursued by me and my subordinates to defend the process of Refugees and Freedmen, when complaints of assault or outrages of any kind are made.  I have the honor to state that when complaint is made to this office, the case is referred to the Sub Assistant Commissioner, for investigation by himself or the nearest agent to the parties, requiring him to make report – he taking such immediate action as the circumstances of the case may demand, pending a more full investigation.  If it be a matter of wrong that the civil counts can, and should, redress, the Sub. Assistant Commissioner is ordered to see that the necessary action is taken through the counts, if not a matter for the parties before him and make final adjustment; reporting his action to the Assistant Commissioner.

The authority of the Sub Assistant Commissioner in his own Sub District is made the same as that of the Assistant Commissioner in the State, except as restricted by the Bureau Manual, or by orders from competent authority; and all cases reported to him receive immediate and final action as far as practicable.

To illustrate, I enclose copy of complaint, and action taken, in the last case brought to the notice of the Assistant Commissioner.

I desire respectfully to suggest that should it be found impracticable to send to Alabama, the officers of the Army V.R.C. who have been ordered to duty in the Bureau, as was requested in endorsement from this office dated March 26, 1868. – that Retired Officers of the Army be detailed for this duty.

There not being officers here who can be detailed from the troops, and the necessity of having officers in charge of detachments, and to have detachments stationed in every Sub District, leads me to make this request.
