Commissioner &c. Washington D.C. General: Mrs Laura Houghton and two children (under 12 yrs) Destitute Refugees, make application at this office for Transportation from hence to New Orleans. The following are the grounds for application and the facts apparent in the case. Mrs Houghton applied for transportation from Washington to Macon Ga, in March last, in order to recover value of certain articles lost by destruction of Railways in 1865, as well as to obtain employment. Transportation coupons were issued to her. About the same time an opportunity was afforded her of being transported through charity from Baltimore to Savannah Ga, by steam ship. Of this she availed herself, and it being her wish to proceed to New Orleans by reason of better prospects for maintenance, she retained unused the coupons issued by the Disbg Officer at Washington, and has presented them here asking in lieu there of transportation to New Orleans. Upon an investigation of her case I have considered her worthy of the assistance asked - have issued the transportation and herewith return the unused coupons entire for cancelation. Very Respectfully Your Ob't Servant O.L. Shepherd Col 15th Infy. Bvt Brig Gen USA Asst Comm'r
