The reduction of the number of Paid Agents of the Bureau and the transfer as far as practicable of the agencies in the charge of the Army Officers, has compelled the charge that has been made in your office.
The Asst Commissioner desired me to thank you for the excellent management of the affairs of your Sub. District.

Sir:
Your communication of the 25 that is received.
The office of agent at Claiborne will be discontinued. The Bureau stores at that place you will transfer to W.C.Arthur Chief Quarter Master at Montgomery. Ala.
The reduction of the Personal of the Bureau in your Sub. Dist. as you suggest will be made from the 31st of this month, you will discharge from contract your messenger, and will notify Mr. Moore that he may resign, his services being no longer required.
It is desired that you carefully consider and of desirable recommend Mr. Beiney[[?]] for an appointment. The action of the White[[?]] School Board now in session may influence your chance of an Agent for the purpose mentioned by you.
The duties of Sub. Asst. Commr and Agents of the Bureau in this State and in no material manner changed by the organization of the new State Government.

The authority of the Bureau is derived from the Acts of Congress establishing and continuing the same.
All matters in dispute pertaining to the colored people will as far as practicable be referred to and brought before the civil courts. It is desired that they be counseled to depend upon the civil courts entirely as the operations of the Bureau will soon cease.

Your communication of the 28th inst is received and contents carefully considered.
In consequence of the detachment of Troops having been called in from Greenville. Lieut Henshaw U.S.A will not be ordered as Sub. Asst. Comr. of that place.
Your transfer should be made to Mr. C. P. Wheeler as of the last day of this month. He having been ordered to report for duty at Greenville immediately.
The necessity for the withdrawal of the Troops form your place is very much regretted
Should your apprehended disturbances prove correct you can but do your best as a peace officer, reporting it necessarily to the Governor of the State.
