In compliance with Circular No 6 Current Series from the Commissioner, I have the honor to forward the names of the following officers of the Bureau for re-assignment under the Act of Congress of June 24th 1868, viz:-

W.C. Arthur late Capt & C.S. and Brvt Lieut Col. U.S. Vols.
J.F. McGogy late 1st Lieut and Brvt Capt 50th U.S.C. Troops.

There are no others for re-assignment in the State.

Sir:

The enclosed vouchers for pay of Mr Purcell from July 1st to July 31st inclusive have been presented for approval and payment, bearing your certificate of service for the entire time charged.

Your letter to the disbursing officer under date of July 12th forwarding vouchers for pay for Mr. Purcell states that he did not report for duty until the 9th of July.  This being the case these accounts should be for services from that date.  These accounts are therefore returned for correction.

Officers cannot be too careful in certifying to accounts.  It is impossible to neglect accuracy and economy in this particular without impairing in the same degree the honor of the service.
