General:- I have the honor respectfully to request that Charles Jackson clerk in the Bureau R.F. and A.L. at $80.00/100 per month, be appointed clerk at a salary of one hundred $100.00/100 dollars per month to date August 1st 1868, he having been assigned to duty in the Assistant Commissioner's office. General: In compliance with Circular No 4 series of 1867 I have the honor to submit the following Report of Operations of the Bureau and Freedmen's affairs for the month of July 1868. There has been no material change in Bureau affairs during the month. All projected changes have been waiting the action of the Commissioner who has signified his intention to direct certain reductions of Personal and material of the Bureau in the State. The operations of the Bureau for the month have been more than usually satisfactory. Sir:- Claim has been made to this Office for arrears of pay from 1st October 1867 to 31st July 1868, due Miss E.S. Thompson for teaching the colored school at Talladega. Miss Thompson also states that she repeatedly called upon you for assistance, and that you did not take any notice of her applications You will therefore report at once why her vouchers have not been paid before now, also why her applications were not attended to.
