that brings down these threats upon your life;  now while it would be an excellent thing to have a little arbitrary power in these cases, it is very questionable whether you have any right to take such a measure as stopping the shipping of cotton, except through civil process, it is therefore directed that you only take measures to bring these cases before the civil tribunals, and as far as is in your power advise the freedmen how to do so, and what course to pursue.

Last evening a party of desperadoes waited upon Dr. Mooar [[Dr. Moore]] A.A.S. U.S.A. in charge of Hospital at Garland Ala. and attempted to shoot him, threatening his life if he did not leave Garland.

I have the honor to apply for a detachment of a Corporal and 3 men in order that Dr. Mooar may return to his station, and be protected while there;  his Hospital and patients are left without any care unless he can return and live there in safety.
