I have the honor to submit the following, as my monthly report of the state of affairs and the operations of the Bureau in this State for the month of September 1868. There does not seem to be a greater number of complaints than usual; the complaints made are of the same general character, misunderstandings in regards to the settlement of contracts, which mostly arise from the contracts being improperly drawn up. The different Agents all report however that in most instances they have been able to make successful and satisfactory settlements and in other cases have referred them to the Civil Officers, most of whom are willing and ready to take cognizance of them. There are some complaints of violence and outrages and a general disposition to enforce the freedmen by some means or other to note as the white people desire them, force, intimidation, threats, and bribing are all used according as circumstances seem to require to effect this purpose. The Normal School at Talladega is quite highly spoken of by Lieut Sherwood who states that many teachers have already been furnished from its pupils. There are but few Schools in operation in the State owing mostly to the scarcity of money.
