There is a general complaint of the shortness of the crops, which will tend as several Sub. Asst. Commissioners express it, to bring about "hard times," and a necessity for some aid, but it is to be hoped that the high prices given for cotton will tend to counteract this.

The Hospitals have both had an increase of a few patients, but steps are now being taken to break up the hospitals at Garland, and to reduce the number of patients at Talladega.

Dr. Glover the Surgeon in charge at Garland was waited upon by a party of miscreants on the night of the 30th of September, who attempted to fire upon him, and threatened to kill him unless he left the place;  upon his request a small detachment of soldiers were sent him, since which time no further disturbance has occurred.

In some few Counties there being no Civil Officers it is impossible to do anything and matters take their own course, for good or evil, as citizens are disposed, but generally for evil, for it is the opposition of the citizens to the officers that prevent their having them.
