Yours of the 9" inst enclosing copy a pretended contract for repairs on the Emerson Institute made by Lieut Weirman and John P. Halligan is received. I directed you to discontinue the work because it was represented to one that it was not of the character we wanted done. From the fact that no copy of the contrast was forwarded to this office by Lieut Weirman — that none could be found in the office of the Sub Asst Comr at Mobile — and that Mr. Halligan, when called on for the original failed to furnish it with other evidence furnished me induced the believe that the pretended contract was a fraud, and you are directed to disregard it. For whatever work has been done or material furnished by Mr. Halligan we of course expect to pay, when ever vouchers are presented, and at reasonable prices, as our Bureau closes on the 31" of this month it is desirable that this matter shall be adjusted and payment made within that time.
