Surgeon Dr A. J. Gray to whome much praise is due for thus securing a permanent provision for those who otherwise might have been left to suffer.

As the report of Dr Gray shows very fully and clearly the operations of the Medical Department not only since August 31st the date of the last annual report, but also from the organization of the Bureau in this State. I append it hereto, and ask that it be taken as a part of this report.

The following tables exhibit our financial history for the last three months of 1868, and in the aggregate of all the receipts and expenditures since the regular organization 1865.
